The Commission shall provide a forum for the consideration of the problems of the rural Northern Great Plains and seek and encourage to the maximum extent possible the participation of citizens and interested organizations. The Commission shall submit a report to the Secretary of Agriculture and identify and determine the most effective measures to promote economic development and which express maximum respect for the preservation of the natural beauty and habitat of the Northern Great Plains.
