The preamble explains that supplying water from the North Saskatchewan River Basin to Parkland County and Lac Ste. Anne County communities and residents would provide reliable treated municipal water to those communities and residents that are experiencing problems with the quantity and quality of water from their individual existing potable water supplies, but the piping and discharge of treated water would result in a transfer of water to the Athabasca River Basin.
