Résumé

This Norm, consisting of 17 articles and two Annexes, establishes criteria and procedures for the Environmental Licensing Exemption framework of small or low environmental impact projects, establishing the Simplified Green Programme and the Environmental Registration System for online issuance of simplified actions. It aims at regulating, under the Nature Institute of Tocantins (Naturatins), the procedures for exemption from environmental licensing, in accordance with the characteristics and peculiarities of the activities or undertakings, depending on their size and polluting/degrading potentiality. The effectiveness of the waiver shall be given through the issuance of the administrative act called the State Environmental Licensing Waiver (DLA). The activities exempted from environmental licensing, as a result of not being included in the Annex to CONAMA Resolution 237/1997 and Annex I of COEMA Resolution 07/2005 as subject to licensing, will not depend on a declaration issued by the environmental agency. The Simplified Green Programme was instituted and characterized as an institutional pact by de-bureaucratization, standardization of analysis, coherence and commitment to quality, agility and transparency and the Environmental Registration System, which will manage the issuance of DLA and other simplified actions electronically issued by Naturatins.
