Résumé The Austrian regulation on Nitrate Action (NAPV) is an implementation of EU Council Directive 91/676/EEC concerning the protection of waters against pollution caused by nitrates from agricultural sources. It regulates restrictions and limitations of the usage of fertilizer and nitrate emissions. The regulation stipulates limitations throughout the year in which nitrogenous fertilizers may not be used on agricultural land. It regulates requirements on the use of fertilizers on agricultural land located on a steep incline, as well as use on water-saturated, flooded, frozen or snow-covered soils. Further specified are the application of nitrogenous fertilizers on agricultural areas near water courses. In addition to restrictions and limitations on the usage of fertilizer are stipulations on the construction and capacity of manure-storage containers processed for agricultural usage. The annexes reflect technical and quantitative restrictions and regulations. Specifically, annex 1 regards manure production quantities for 6 months per barn space in cubic meters with different manure removal systems. Annex 2 regulates ammonium content of manure, other organic fertilizers or sewage sludge. Annex 3 is on the limitation of the quantity of nitrogen that is effective on the agricultural areas and effective for the year. Annex 4 regards Nitrogen generation after deduction of stall and storage losses and annex 5 specifies areas with intensified actions according to Article 5 Paragraph 5 of Council Directive 91/676 / EEC for the protection of waters against pollution by nitrates from agricultural sources.
