Major consumer sectors should select ODS substitutes and their replacement technologies. It is planned to take administrative measures to collect accurate information on the consumption of ODS in the country, as well as the introduction of bans on the import of ODS and on the import of equipment using and containing CFCs. Import quotas should be imposed on ODS importers in order to freeze ODS imports at the existing level and maintain a schedule for their substitution. The Government of Tajikistan proposes specific projects for implementation of: (a) institutional strengthening project; (b) refrigerant management plan; (c) establishing a recovery and recycling scheme in the refrigerant sector; (d) training of technicians working in the refrigeration and air conditioning equipment sector; and (e) exclusion of CFC-12 in the production of domestic refrigerators.
