The various preventive measures to disaster situations must be assessed and implemented according to the criteria of the population and property at greatest risk, and the negative effect on the economy. In all instances, free emergency assistance will be distributed to the most vulnerable populations and under no circumstances will it be provided to people with a normal state of health and nutrition and with purchasing power. In the event of an emergency the focal or reference points for all actions at all levels will be clearly defined, and the State co-ordination bodies will be provided with adequate powers. The strategy of avoiding the creation of parallel structures will always be followed, thereby ensuring a close connection between emergency activities and multi-sectoral institution building, with a view to maximising scarce resources. The Government will promote the active participation of civil society in all phases of disaster management.
