To achieve this goal, this Act establishes a National Human Rights Institution and its Officers, who will be responsible for implementing this Act and related laws. The Act provides for establishment of the office of Ombudsman Commissioner (Human Rights) under the Leadership Code. Part IV of the Act lays out for human rights duties and functions of the Ombudsman with regard to indivisibility and universality of human rights.
