The timeframe of this Plan is 2 years covering 2016 and 2017. The purpose of this Plan is to lay down the prevention, preparedness, response and recovery processes in the event of a cyclone impacting on the Republic of Vanuatu, in line with the requirements of the National Disaster Act. To this end, this Plan sets forth the responsibilities and roles of all relevant institutions at the national, regional, provincial and community level during the event of cyclone. All above, the National Disaster Committee shall be responsible for the development of strategies and policies for the prevention of, preparation for humanitarian response to disasters at central government level and these strategies and policies will be implemented by the National Disaster Management Office within its responsibility for the coordination of disaster response. Assessments will be carried out by the National, Provincial and Community Disaster Assessment Teams to determine the impact of cyclone on society and to determine the needs and priorities for assistance. The National Disaster Committee shall provide food relief following receipt and analysis of damage and needs assessment reports. In addition to that, food distribution will only be considered after the Food Security and Agriculture Cluster has submitted technical food damage reports and recommendations to the NDC, indicating that such assistance is required. All imported food aid items shipped by sea, air and land will be subject to risk assessment by the Biosecurity Department and in case they will not meet the import requirements, measures will be taken to minimize the risk such as treatment, reshipped or destruction of prohibited items at expenses of the importer for items that do not meet import requirements. However, food items will be inspected by the Ministry of Health before general food distribution. Activities of the Food Security and Agriculture Cluster will be led and coordinated by the Ministry of Agriculture and co-led by FAO.
