Résumé The National Climate Change Action Plan is national multi-sectoral plan by the Government of the Philippines to address climate change for 2011-2028. It prioritizes food security, water sufficiency, ecosystem and environmental stability, human security, climate-smart industries and services, sustainable energy, and capacity development. The Plan outlines the specific programs and strategies for adaptation and mitigation. It is a comprehensive plan that provides key actions that: enhances adaptive capacity and resilience of communities and natural ecosystems to climate change; adopts the total economic valuation of natural resources while ensuring biodiversity conservation; and recognizes the competitive advantage of putting value on the direct use, indirect use, option to use and non-use of environment and natural resources, as a short to long-term sustainable development goal.
