Résumé This Regulation is dedicated to the management of municipal refuse in compliance with the disposition of the Environmental Management and Protection Act. For the purposes of this Regulation, “refuse” means the remains, by-products and discarded materials resulting from domestic, commercial, industrial or agricultural activities and includes garbage, rubbish, street cleanings and yard clippings” (sect. 2). Every municipality is required to provide a scavenging system and a disposal ground for the collection and disposal of refuse within the municipality (sect. 3). The establishment and operation of waste disposal grounds is subject to authorization (secs.6-7). Other provisions include the criteria for the location of waste disposal grounds (sect. 8), the disposal of refuse by burning (sect. 9) and the specification of refusals that cannot be disposed of at disposal grounds (sect. 10).
