Résumé

Premier decrees to validate the Regulation. The present Regulation establishes the modalities of carrying out state ecological expertise carried out by the Ministry of Environmental Protection and Natural Resources and its territorial bodies. Specific objects, determined by the articles 11 and 12 of the Federal Law “On ecological expertise” are subject to state ecological expertise. The Ministry and its territorial bodies set up expert commissions. The obligatory condition for the acceptance of the materials for state ecological expertise is the presence of the data regarding environmental impact of the projected activity and ecological substantiation of the admissibility of its realization. The beginning of the carrying out state ecological expertise must be set not later than 30 days after the reception of the document confirming its payment. Expert commission must determine compliance of the projected activity with requirements establishes by the normative federal and regional legal acts as regards environmental protection, the completeness of the exposure of the scale of the prognosticated environmental impact as a result of carrying out the projected activity and ecological substantiation of its realization, and su8fficiency of the envisaged arrangements for ensuring environmental safety and conservation of environmental potential. The document consists of 2 Secs. Section 1 lays down general provisions. Section 2 regards organization and carrying out state ecological expertise.
