Ministerial Decree No.637 of 2002 on licensing of activity in the field of running electricity supply network, heating systems, storage, processing and trade of oil, gas, and their derivates.

Premier decrees to validate the following Regulations: 1. Regulation on licensing of activity of running electricity supply network (Annex 1); 2. Regulation on licensing of activity of running heating systems (Annex 2); 3. Regulation on licensing of activity on transportation through main pipe-lines of oil, gas and their derivates (Annex 3); 4. Regulation on licensing of activity of storage of oil, gas and their derivates (Annex 4); 5. Regulation on licensing of activity of processing of oil, gas and their derivates (Annex 5); 6. Regulation on licensing of activity of trade of oil, gas and their derivates (Annex 6). Regulation on licensing of activity of running electricity supply network determines the modalities of licensing of running electricity supply network carried out by legal persons and individual entrepreneurs and includes reception, transmission and distribution of electric energy and technical maintenance and repairs of the aforementioned network. Regulation on licensing of activity of running heating systems determines the modalities of licensing of running heating systems carried out by legal persons and individual entrepreneurs and includes reception, transmission and distribution of thermal energy, technical maintenance and repairs of heating systems. Regulation on licensing of activity on transportation through main pipe-lines of oil, gas and their derivates determines the modalities of licensing of transportation of the aforementioned products and includes all technological processes and operations related to such activity. Regulation on licensing of activity of storage of oil, gas and their derivates determines the modalities of licensing of activity of storage of oil, gas and their derivates carried out by legal persons and individual entrepreneurs and includes pouring in, storage, discharge of oil and its derivates, and operations inside storage facilities. Regulation on licensing of activity of processing of oil, gas and their derivates determines the modalities of licensing of activity of processing of oil, gas and their derivates carried out by legal persons and individual entrepreneurs and includes manufacturing of oil products conforming to standards and technical requirements. Regulation on licensing of activity of trade of oil, gas and their derivates determines the modalities of licensing of trade of oil, gas and their derivates carried out by legal persons and individual entrepreneurs and includes wholesale and retail trade. Licensing authority for all types of activity specified in the present Ministerial Decree is the Ministry of Energy of the Russian Federation.
