It regulates licensing of the manufacturing of non-denatured ethyl alcohol, denatured ethyl alcohol, liquors and alcohol-containing products. The following licences shall be issued by the licensing authority: (a) beer with 9, 5 percent alcohol contents; (b) liquors with 22 percent alcohol contents; and (c) alcohol-containing products with alcohol contents exceeding 22 percent. Licences shall be open-ended and subject to renewal once in three years. The applicant must submit to the licensing authority the following documentation: (a) application; (b) legal address and address of the manufacturing enterprise; (c) type of the projected manufacturing; (d) certificate of the compliance of technical and hygienic conditions with the alcohol manufacturing requirements; (e) availability of alcohol quality control laboratory; and (f) authorization of the local self-government.
