Résumé This Ministerial Decree validates the rates of maximum permissible harmful impacts on water bodies with a view to maintaining surface water and groundwater compliance with environmental, sanitary and epidemiological requirements and shall be used for environmental impact assessment (EIA) on water bodies in accordance with their purposeful use. The types of negative and harmful impact upon water bodies shall be set forth by methodical instructions. This Ministerial Decree characterizes as harmful any impact that disturbs the sustainable functioning of a water ecosystem, or that causes considerable qualitative or quantitative deterioration of the state of water in a given waterbody. The procedure for elaborating the maximum permissible harmful impacts on a waterbody shall include: (a) collecting and processing data regarding the waterbody’s use; (b) assessing the state of the waterbody taking into consideration sanitary and epidemiological, fishery and ecological requirements; and (c) qualitative and quantitative characteristics of the sources of impacts upon the waterbody.
