Résumé This Decree states that the Regulation on compensation of production losses in agriculture and forestry shall be approved. The fees shall be collected from the real and legal persons damaging soil quality in agricultural land and forests. These collected fees shall be used for improving agricultural development. In addition, the Regulation on use and leasing of pastures shall be approved by this Decree. According to this Regulation, the cattle ranges owned by the municipalities and under the management of local executive authorities shall be used communally. The state control shall be carried out on the intended use of pastures, hayfields and cattle ranges. In case that the productivity and fertility of pastures, hayfield and cattle ranges decrease as a result of natural factors, the relevant local authorities or municipalities shall conserve these areas by withdrawing from circulation. This Regulation sets out provisions on distribution, use and leasing of winter and summer pastures, hayfields and cattle ranges. This Regulation underlines that the summer and winter pastures regardless of the ownership are the natural sources for animal feeds, therefore they are important for the increase of feed reserves in order to ensure the development of livestock.
