Résumé This Decree sets out provisions on procedures for issuance, duration, conditions for validity, suspension and revocation of special permit to extraction, processing, transportation and use of radioactive substances. The Ministry of Emergency Situations is the responsible authority for licensing real and legal persons engaged in carrying out extraction, processing, transportation and use of radioactive substances and controlling their activities. The documents required for application of the special permit are (i) radiation-hygienic certificate, (ii) information about equipment and devices intended for use in radioactive substances, (iii) information on radiation safety for environment and public, (iv) precautionary measures for accidents, (v) documents reflecting control over radiation dose limits for individuals. In addition to these documents, real and legal persons engaged in carrying out transportation of radioactive substances shall present documents for application of the special permit such as (i) technical conditions of the vehicles and information on compliance with the requirements specified in the transportation of dangerous goods, (ii) the list and classification of radioactive substances, (iii) container types and level of radiation and the contamination of surfaces, (iv) sanitary-hygiene report issued by the State Sanitary Authority.
