Résumé This Ministerial Decree establishes the safety requirements for flour, cereal and starch products. It shall not be apply to infant food, dietary or medicinal products, or animal feedstuffs. Flour, cereal and starch products shall be authorized for trade with accompanying documentation supplied by the producer containing information for the customer and a compliance certificate. Alimentary grain crops and leguminous plants shall be used to produce flour- and cereal-based products, and potatoes for alimentary purposes and forage shall be used to produce starch and starch-based products. Foreign grain that complies with grain safety requirements shall be used for foraging, while grains and foreign grain that does not comply with grain safety requirements shall be used for technical purposes. Raw materials shall be prohibited for use in the following cases: (a) without accompanying documentation (compliance certificate, quality certificate) attesting its safety and quality; (b) with contamination indices exceeding the established limits; and (c) spoilt raw materials and (or) with expired use-by date. Use of food additives shall be authorized in accordance with the list contained in the Annex 3. The producer shall ensure: (a) the stability of the product’s safety and quality under established terms of storage, transportation and trade; (b) control of manufacturing process and assessment of the products’ safety and quality; and (c) periodic laboratory testing of the product.
