Résumé

This Ministerial Decree implements the Regulations on the concession in use of waterworks of State property, on setting up and revision of restrictions of water uses and on issuing of licences for water use and of fiduciary licence. The Regulations are valid for all types of water uses provided for by water legislation of the Russian Federation. These Regulations establish that the following water uses are free of charge: water use for general purposes, for navigation of small-size boats, for single take-off and landing of planes, for the needs of Fire Department and boreholes for personal use. Ministry of Natural Resources of the Russian Federation and its local branches are the issuing authority for water uses. The issuing of licence for water uses is charged. The delegation of water use to another person in accordance with Water Code of the Russian Federation is done by means of fiduciary licence.
