Federal Outer Space Agency shalle be responsible for the following activities: (a) operation of outer space equipment and certification thereof; (b) scientific research and testing of outer space equipment; (c) projecting, manufacturing and operation of outer space complexes; and (d) standardization and registration of outer space equipment.
