Résumé

This Ministerial Decree regulates the mandatory licensing of certain activities to implement common state policy on the simplification of licensing rules and procedures, including issuance, renewal, refusal, suspension, withdrawal, transferability, revocation and cancellation, registration, terms and conditions and fees. It applies to the following activities: (a) exploration, prospecting of minerals and mining; (b) manufacturing and trade of liquors and spirits; (c) hunting and trapping; (d) energy production; and (e) manufacture and trade of hazardous, toxic, poisonous and radioactive substances. Foreign licences shall be recognized on national territory in accordance with international agreements. All citizens and legal persons shall have equal rights to obtain licences. Preferential rights shall be granted to state enterprises for activities pertaining to state monopolies. Licences shall be classified as permanent when valid indefinitely and provisional when valid for under two years.
