The Government shall nominate an official state purveyor of grain. The federal grain reserve shall be created by purchasing grain at market prices on a contractual basis either in the Russian Federation or, in case of necessity, from abroad. Grain purchased for the federal grain reserve shall be the property of the Russian Federation and shall be registered separately.
