Ministerial Decree No. 1807 on the the improvement of of the regulation and registration of chemical and biological agents, materials and commodities, technical products, articles of personal hygiene, alimentary raw materials and foodstuffs, and also of packages, storage facilities and vehicles used for the transportation, trade and other transactions of alimentary raw materials and foodstuffs.

Résumé

The present Decree establishes that the utilization of chemical and biological agents of the national and foreign origin used for the manufacturing, processing, packaging, storage, transportation and trade of alimentary raw materials and foodstuffs without the state registration shall be prohibited. The state hygienic regulation and registration shall ensure the identification of hazardous properties of the produce and assessment of the compliance with sanitary and hygienic requirements. The following produce shall not be subject to hygienic regulation and registration: (1) foodstuffs of national origin with limited storage (not exceeding 30 days) and/or requiring special storage conditions (+6 grades centigrade and lower); (2) produce manufactured in Belarus at the request of foreign companies in conformity with foreign normative and technical requirements and destined for export. The proceedings of the state hygienic regulation and registration shall include: (1) acceptance and registration of the application; (2) preventive expertise; (3) sanitary, hygienic and toxicological testing; (4) recording of data in the State hygienic register; and (5) legalization and issuing of the certificate of the state hygienic registration of produce. The period of validity of the certificate of the state hygienic registration shall be of three years for commercial products, a year for pilot batch and the whole period of operation for technological equipment for food industry.
