This Ministerial Decree enters into force ten calendar days after the date of its official publication.
Résumé

This Ministerial Decree establishes the procedure for planning and conducting veterinary measures against especially dangerous animal diseases. Veterinary measures (prevention, diagnosis, elimination) against particularly dangerous diseases shall be applicable to diseases included in the List of Specially Dangerous Diseases of animals, the prevention, diagnosis and elimination of which are carried out at the expense of the budget funds. Upon performance of veterinary measures, a report shall be drawn up on the veterinary measure applied in accordance with the form set out in Annex 1 to this Regulation, to which shall be attached an inventory of animals subjected to vaccination, allergic research, treatment, with indication of individual identification numbers corresponding to the data in the database on identification of farm animals by form, according to Annex 2 to this Regulation. Local executive bodies of provinces, cities of provincial significance and of the capital city in coordination with the territorial subdivision of the competent authority in the field of veterinary medicine approve the plan for veterinary measures to ensure veterinary and sanitary safety on the territory of the respective administrative-territorial unit. In doing so, planning of veterinary measures against particularly dangerous animal diseases shall be applicable to diseases included in the List, on the following grounds: (a) epizootic monitoring of the relevant administrative-territorial units for the last 3 (three) years; (b) the number of animals available, taking into account the arrival (offspring and other arriving stock), flow rate (slaughter, death and other disposal) and animal groups (epizootic units); (c) frequency of application of veterinary drug according to the instructions (indications) on the use of a veterinary drug, depending on the disease of the animals being treated; (d) multiplicity of diagnostic tests provided for in veterinary (veterinary and sanitary) rules; and (e) data on the epizootic situation in neighboring administrative-territorial units (districts, regions) and adjacent states.
