This Ministerial Decree enters into force 21 calendar days after the date of its official publication.
Résumé

This Ministerial Decree establishes the procedure for the protection of the territory of the Republic of Kazakhstan from quarantine objects and alien species. Plant quarantine activities are aimed at protecting of the territory of the Republic of Kazakhstan from quarantine species, their detection, localization and liquidation, control and supervision of compliance with the legislation in the field of plant quarantine. Plant quarantine measures apply to: (a) seeds and planting material for agricultural, forestry and decorative purposes, forest species and ornamental plants and their parts (cuttings, bulbs, tubers, fruits), as well as to any other plant-based products that may be carrier of quarantine objects; (b) collections of insects, plant diseases, herbaria and collections of seeds; (c) enclosures of plants and vegetables in mail, hand luggage and luggage of passengers; (d) vegetables, fruits, berries, mushrooms, nuts, peanuts, flour, cereals, coffee beans, cocoa beans, dried fruits and vegetables, textile plants and fibres, tobacco and raw sugar; (d) food, fodder and technical grain and products of its processing, copra, malt, meal, cake, cotton fiber, flax and other spinning crops, medicinal herbal raw materials, as well as skin and wool; (e) packaging materials (except for synthetic ones), monoliths and soil samples; (f) vehicles arriving from other states or quarantine zones; (g) territories and premises of organizations, peasant farms, homestead lands and subsidiary smallholding farms, producing, procuring, storing, processing plant products; and (g) agricultural land and other land categories, as well as forest and water fund. The supplier at the conclusion of contracts on delivery of regulated products on the territory of the Republic of Kazakhstan shall receive at the authorized body the necessary information on quarantine phytosanitary requirements, quarantine measures on prevention of import of quarantine objects and shall ensure the conditions of import.
