Quality standards are established to assess the state of the environment in order to ensure favorable conditions for human activity, rational use of natural resources, preservation of natural ecological systems, genetic fund of plants, animals and other organisms. When establishing quality standards, the indicators are used, which are controlled through the use of appropriate measurement methods (methods), indication methods and (or) testing approved in accordance with the legislation of the Russian Federation. Quality standards are developed and established at the maximum permissible level of values obtained on the basis of laboratory test results, or for territories and water areas at the level of values (in the range of permissible deviation from values) of natural background indicators, formed under the influence of natural factors, typical for a particular territory, water area.
