Résumé

The Government decrees to validate the Complex federal programme, to appoint state customers of the programme the Government of the Republic of Buryatia, the administration of the Irkutsk Region, the administration of the Chita Region and the appropriate ministries and departments for specific arrangements of the Programme. Financing of arrangements of the Programme must be carried out in accordance with the established modalities within the limits of expenditure envisage for carrying out the programme arrangements. The Ministry of Environmental Protection and Natural Resources is entitled to carry out co-ordination of activity regarding the fulfilment of the arrangements envisaged by the Programme. The Programme envisages elaboration and realization of interlinked environmental protection projects and socio-economic arrangements, as well as creation of organizational and administrative conditions (in accordance with the Annex) ensuring sustainable development of the Baikal Region, conservation and reproduction of the unique ecological system of the Baikal lake. The Programme is aimed at the solution of the most important regional problems, concentration of effort and means, co-ordination of activity of a huge number of enterprises and organizations situated either within the Baikal lake basin or outside it. The Programme consists of 5 Sections. Section 1 lays down the general provisions. Section 2 specifies the main ecologic, economic and social problems of the region. Section 3 determines the targets of the Programme and the expected results from its realization. Section 4 traces the main directions of economic and social development of the region under conditions of the rational use of natural resources of nature management and ecological restrictions. Section 5 deals with environmental protection and rational nature management.
