The purpose of safety certification shall be to assess the efficiency of arrangements for the prevention of disasters and mitigation of the consequences thereof in the location area of the aforesaid objects. Potentially hazardous objects include sunken vessels, spacecraft and aircraft, technical equipment and munitions containing nuclear materials, radioactive substances, chemicals, explosives and other hazardous substances that may cause disaster. Safety certificate shall establish potential character, scale of potential disaster and the arrangements for the prevention and mitigation of the consequences thereof. Safety certificate must contain the following data: (a) data on location and ownership of the object; (b) quantity and type of hazardous substance contained therein; (c) ecological characteristics of the area; (d) undertaken arrangements or indication of the absence thereof; (e) availability of early warning system; (f) list of arrangements that can reduce environmental risks.
