The Ministry shall have the following functions: (a) elaboration and implementation of state policy in the energy sector; (b) analysis of the energy sector; (c) validation of the list of mineral deposits destined for subsoil management, and conclusion and registration of subsoil management contracts; and (d) control of compliance with subsoil management requirements. The Ministry shall have the following plenary powers: (a) request information from state bodies, organizations, officials and citizens; (b) make proposals regarding the abrogation or amendment of legislative acts; (c) make proposals to enter into international agreements; and (d) carry out administration of guarantees on product sharing contracts in the sphere of subsoil management.
