To this end the introduction of all the plants, plant products and other products listed in Annex V is subject to the issuance of a sanitary certificate by the plant protection services of the country of origin. The introduction of harmful organisms is allowed only for research and must be authorized by the Ministry of Agriculture and Forest. Some exceptions to the provisions of Title II regard certain plant species which may be imported directly in specified periods and from specified countries. In order to prevent the contamination of the plants, the Decree establishes also the control of packings and transportation means. Title VII regards the disinfestation and fumigation of infected plants. As for the imports of plants, Title VIII establishes the custom check points authorized to carry out inspections. 8 Annexes concern, inter alia, the list of harmful organisms, the conditions for the introduction of plants and plant products and specimens of the sanitary certificates required.
