Résumé

This Compliance Policy Guideline is a non-binding document aiming to (i) improve implementation of the Commission for the Conservation of Southern Bluefin Tuna (CCSBT) obligations; (ii) enable all Members, including Cooperating Non Members (CNMs), to have a common understanding of existing obligations and the core elements expected of quality implementation of these obligations; (iii) provide for transparency in Member’s implementation procedures. The policy requires Members to (i) develop, document, and implement rules, operating systems, and processes to meet their CCSBT obligations; and (ii) report on the effectiveness of the rules, operating systems, and processes to the Commission through the Compliance Committee. Members are expected to meet, or exceed, the minimum performance and reporting requirements set out in Appendix 1 of this Compliance Policy which regard in particular (i) Catch Management measures complying with national allocations and Action Plans; (ii) Authorization measures for obligations relating to record of authorized Farms, record of authorized vessels, record of authorized carrier vessels; (iii) MCS measures for obligations relating to Catch Documentation System, Vessel Monitoring System, Transshipment Monitoring Program, IUU Vessel List, and Minimum Standards for Inspection in Port; (iv) Science measures relating to the Scientific Observer Program Standards; (5) Measures Related to Ecologically Related Species for obligations relating to alignment of CCSBT’s Ecologically Related Species Measures with those of other tuna RFMOs, and recommendations to mitigate the Impact on Ecologically Related Species of Fishing for Southern Bluefin Tuna; (vi) Routine Reporting for obligations relating to monthly catch, initial allocations and final catch, scientific data exchange, ecologically related species data exchange, annual reporting to the Compliance Committee and Extended Commission, national report to the Extended Scientific Committee, and annual report to the Ecologically Related Species Working Group.
