Section 3 of these Regulations prescribes that no domestic fishing in the EEZ is permitted without a valid permit. Fishing is defined also as transshipment, storage, transporting and processing of fish (reg. 2.7). No rules are given for the review of applications for permits by the Executive Director of the MMA.
