The Regulations also provide for the reporting, locating and marking, and removing wrecks and liability of owners of wrecks for the costs of locating, marking and removing the wreck. Where the competent authority determines that the wreck constitutes a hazard, the competent authority shall take all practicable steps to mark the wreck and publish such markings. Where the competent authority has issued a wreck removal notice to an owner, the competent authority may impose conditions for the removal of wrecks to ensure that the removal proceeds in a manner that is consistent with considerations of safety and protection of the marine environment.
