They apply to the following vessels registered or to be registered as Brunei Darussalam vessels: new vessels of 24 metres in length and above; existing vessels of 24 metres in length and above after 17 July 1994; new vessels of less than 24 metres in length registered on or after 23 January 1987. An application for the determination of gross tonnages and net tonnages shall be made to the Certifying Authority by or on behalf of the owner of the ship. The owner of the ship or his representative shall make the ship available for measurement by the Certifying Authority and afford all necessary facilities for its inspection and measurement and shall furnish to the Certifying Authority with such plans, drawings, calculations, specifications and other documents relating to the ship as the Certifying Authority may require.
