They shall apply to vessels operating on any waterway in the United Kingdom including large fishing vessels. Vessels are required to carry a Community inland navigation certificate, a Rhine Navigation Certificate or a navigability certificate of a third country recognized by the Secretary of State as equivalent to a Community inland navigation certificate.
