The main objective of establishing the Park is to sustainably preserve those endemic species of wild animals found in the Region, to strengthen the indigenous protection of nature used by the local community as well as to create favorable conditions in which the biodiversity resource of the area shall be transferred to the succeeding generation in the form of a heritage by protecting and preserving the same from destruction through the direct participation of the community. There shall be a Guassa Development & Conservation Council and a management office. Duties of the Council and the Office are defined. The Regulation sets out activities that are prohibited in the Area, among which taking of guassa, hunting, and grazing. It also defines rights of communities and local entities to use the Conservation Area or to participate in benefits arising from activities carried out in the Area.
