Résumé

This By-law aims at protecting the national livestock against the spreading of diseases of considerable socio-economic importance. To this end, the By-law prohibits: (a) the import into the country of male animals of the bovine, bufaline, equine, ovine or porcine species unless the Ministry of Development, Animal Husbandry Department, has authorized the introduction for genetic improvement purposes; or in the case of castrated or uncastrated animals, if destined for immediate slaughter under the conditions established in article 1 b); (b) the import of any female animal of the bovine, bufaline, equine, ovine or porcine species, unless: 1) a permit has been issued by the DAHO/DVO; 2) the animal is in good health and originates from an area which is not affected by the rinderpest or the foot-and-mouth disease; 3) the animal is vaccinated against the above-mentioned diseases immediately after importation; 4) the animal is kept in quarantine either in the farm of destination or in an official quarantine station at the expense of the importer; 5) in the case of horses, the importation has been approved by the Ministry and an import permit has been issued. The By-law prohibits also the import of living poultry, uncooked eggs, animal semen, living fish, fingerlings fry, honeybees, fresh meat or unsterilized meat products except with a special permit and under the conditions imposed by the Ministry of Development. Sections 7-14 make provision for the establishment of quarantine stations near to the frontier crossing points, and the enforcement of quarantine measures to be taken in case of an outbreak of an infectious or contagious disease. Sections 15 and 16 concern respectively penalties to be inflicted in case of violation of the provisions of the By-law and fees to be paid for the issue of import permits.
