The Port Master shall be responsible for the issuance of licences (reg. 6). Upon the grant of a licence, the Port Master shall assign a licence number to the harbour craft (regs. 15 and 16). The owner of a harbour craft shall be provided with life-saving and other appliances and equipment as specified in the Second Schedule, and fire-fighting equipment as specified in the Third Schedule (regs. 20 to 23). The Port Master may request at any time to inspect a harbour craft. Regulations 38 to 40 contain offences and penalties.
