It mainly concerns reform (merger) of local authorities in Wales and amends existing legislative provision in the Local Government (Wales) Measure 2011 and the Local Government (Democracy) (Wales) Act 2013. This Act makes provision for, and in connection with, the merger of two or more existing principal areas into a single new principal area, with a new principal local authority. The Welsh Ministers may direct that— (a) a merging authority must not carry out a restricted activity unless it has considered the opinion of a specified person or persons on the appropriateness of carrying out the activity; (b) a merging authority must not carry out a restricted activity unless the written consent of a specified person or persons has been given for the activity to be carried out.
