Any person purchasing (as defined in section 2) livestock, whose sale is authorized under the present Regulations, shall at the moment of purchase endorse on the permit the type and number of livestock purchased and shall submit a return on such purchase within seven days to specified officers in accordance with regulation 7. The Minister may exempt, upon application, any person from the provisions of regulation 7.
