The Regulations specify the general and specific requirements for the design, construction, maintenance and operation of abattoirs, as well as the killing and related operations, such as handling, lairaging, restraining, stunning and bleeding of animals. It also requires abattoir operators to have competent personnel, animal welfare officers, standard operating procedures, monitoring and checks, and records of maintenance. The document sets out the conditions and procedures for granting, modifying, suspending or revoking certificates of competence or provisional certificates for persons who carry out slaughter operations. It also establishes the fees, guidance, and reconsideration process for certificates. Offences and penalties for contravening any of the provisions of the regulations, as well as the transitional provisions for existing abattoirs are also defined.
