Section 2 establishes that the Liquor Licensing Board is continued. The Board, in fulfilling its responsibilities under this Act, shall act in accordance with policy guidelines established by the Minister from time to time. Moreover, subject to this Act, the Board may a) advise the Minister on matters of policy, legislation and administration relating to liquor; b) engage the services of such experts and professionals as the Board considers necessary for the proper conduct of its business; c) make rules governing its proceedings; d) establish policies of the Board; and e) make decisions and orders.
