Article 1 establishes that valuable countryside, recreation areas, historic places, as well as nature and cultural heritage have to be protected; and, whenever the public interest prevails, they should also be made accessible to the general public as far as possible. Furthermore, the ecological balance must not be altered whilst wild fauna and flora have to be protected and preserved. The Law deals with the following matters: protection of the river Rhine, expropriation proceedings, compensation payments, issue of appropriate legal measures, competence and tasks of local authorities, legal remedies available to private organizations, zoning, financial aspects, Cultural Heritage Fund, Cultural Heritage Commissions, etc. The text consists of 15 articles divided into 4 Parts as follows: General provisions (I); Measures (II); Financing (III); Execution (IV).
