The Law describes in article 2 the concept of lease, prescribes in article 3 the form of a lease contracts, whereas article 4 prescribes the contents of a lease contract. Article 6 provides for the leasing of state-owned land by competitive bidding. Lessees shall meet requirements set out in article 7. Article 12 and 13 specify obligations of lessees including to repair land reclamation facilities, roads, bridges and other engineering facilities and the obligation to preserve the soil and its quality, and to keep land reclamation facilities, roads, bridges, other engineering facilities and green plantations in good order. Article 16 concerns sub-lease of land whereas article 21 prohibits leasing of mortgaged land.
