Résumé

This Law establishes a common framework of measures for the establishment of infrastructure for alternative fuels, in order to reduce dependence on oil to the smallest possible extent and mitigate the negative impact of traffic on the environment. The Law further establishes the minimum requirements for the construction of infrastructure for chosen alternative fuels, including filling stations, establishes common technical specifications for filling and supply sites, requirements for informing users, as well as the manner of fulfilling reporting obligations on the implementation of measures that are designated with the aim of setting related infrastructure for alternative fuels on the national territory. The regulations governing the area of transport infrastructure, the area of spatial planning, the area of spatial data infrastructure, the area of construction, the area of energy, the area of energy efficiency, the area of environmental protection are applied to all other issues of the establishment of infrastructure for alternative fuels that are not regulated by this Law, among other legislation by which they were established and which determine the scope of the Fund for Environmental Protection and Energy Efficiency, as well as the Center for Monitoring Energy Sector Operations and Investments and State Aid. The Ministry responsible for energy carries out administrative supervision over the implementation of this Law. This text transposes into the national legal system the terms and provisions provided in the Directive 2014/94/EU of the European Parliament and of the Council on the deployment of alternative fuels infrastructure. Alternative fuels are: fuels or energy sources that serve, at least partially, as a substitute for fossil fuel sources in the supply of energy for transport and that have the potential to contribute to the decarbonisation of the transport system and improve the environmental efficiency of the transport sector, which include, among others: electricity, hydrogen, biofuels (liquid or gaseous biofuel intended for transport produced from biomass), synthetic and paraffinic fuels, natural gas, including biogas, and liquefied form (liquefied natural gas) and liquefied petroleum gas.
