This Law officially entered into force on 3 October 1999.
Résumé

This Law regulates the organization, powers and tasks of the public authorities exercising control over the production, processing, trade, use, storage, import, export, transit, transportation and reporting of narcotic substances. The terms and rules here provided shall apply: for all plants and substances classified as intoxicating and psychotropic substances and preparations containing them; for all substances used in the production of narcotic and psychotropic substances classified as precursors. The text is divided into nine Chapters and a total of 110 articles. Titles of Chapters are as follows: (1) General; (2) National council on drug substances; (3) control bodies and interaction between them; (4) Prohibitions and limitations of plants, substances and preparations; (5) Control of drugs and medicinal products present on the drug list; (6) International cooperation; (7) Prevention of the use, treatment and psychosocial rehabilitation of persons with drug abuse situation; (8) Containment, confiscation and destruction of drugs and precursors; and (9) Forced administrative measures and administrative and penalty provisions.
