Résumé The purpose of the present Law is to regulate relations originating from ownership, use and disposal of subsoil (mining relations) in an effort to ensure rational, complex use of subsoil in order to meet the demands in mineral resources, groundwater, protection of subsoil and protection of the right to use subsoil. Subsoil pertains to exclusive national property (art. 3). The targets of state regulation of mining relations are: 1) ensuring the development of mineral resources; 2) determination of the amount of mineral extraction; 3) setting environmental fees; 4) setting norms and regulations as regards exploration of subsoil (art. 6). Subsoil shall be granted for the following purposes: 1) geological study; 2) mineral extraction; 3) construction and running of works destined for subterranean storage of oil, natural gas, burial of hazardous substances, radioactive and industrial waste (art. 10). The managers of subsoil shall be legal and natural persons (art. 11). Management of subsoil shall be open-ended and fixed-date (in conformity with the terms established by licence) (art. 12). Subsoil shall be conceded for the purpose of mineral extraction in conformity with special permits (licences) (art. 14). The projects regarding works related to subsoil management and processing of minerals shall be subject to environmental audit (art. 16). Environmental fees shall be collected for the use of subsoil (art. 22). Geological study and exploration activity shall be subject to compulsory state registration (art. 40). The Law consists of 10 sections composed of 51 articles.
