This Law enters into force on the date of its official publication.
Résumé

The scope of this Law shall be to regulate efficient risk assessment and management of protection against disasters, organization and operation of emergency intervention system. Disaster shall be intended loss of life and risks for health due to natural disasters, loss of livestock and animals, property, historical and cultural heritage and the damages to environment and local economic and social resources. Protection against disasters shall be based upon the following principles: (a) promptness, transparency and accountability; (b) professional unified management; (c) scientific substantiation, application of advanced technology and innovation; (d) involvement of all means for mitigating the consequence of disasters irrespectively of the types of ownership; and (e) public participation. Government and territorial units, state and local administrative organizations and legal entities shall undertake disaster risk assessment. The state inspectors in charge of protection against disasters shall monitor the implementation of disaster protection legislation, rules, regulations, standards, disaster risk assessments and disaster protection plan. The Government shall approve rules and procedures related to the implementation of disaster protection control. This Law consists of XI Chapters divided into 52 Articles. Chapter I lays down general provisions. Chapter II regards pre-disaster activities. Chapter III regards organization of practical activities. Chapter IV regards rehabilitation and restructuring. Chapter V regards protection against disasters and mitigation of the consequences thereof. Chapter VI establishes plenary powers of the chief of authorized institution in the field of protection against natural disasters, Chapter VII regards legal framework, civil rights and responsibilities. Chapter VIII lays down guidelines for rendering humanitarian aid. Chapter IX establishes plenary powers of the chief of emergency response service. Chapter X regards financing. Chapter XI contains miscellaneous provisions.
