Résumé

This Law regulates the preschool education of children from the age of six months until they enter primary school, as the first, special and specific stage of a unique system of upbringing and education, which is realized through programmes with an embedded common core. The grammatical terminology of the use of masculine or feminine gender in this Law implies the inclusion of both genders. This Law establishes principles, goals, standards and norms, types of programmes, management, leadership, functions and supervision, as well as other issues related to the organization and establishment of preschool institutions. The principles, goals and standards established by this Law cannot be reduced in practical application. Preschool education is the first, special and specific part of the education system that deals with education, early rehabilitation and resocialization, care and protection of children of preschool age. Preschool education is an activity of special interest. Strengthening parental competences in the area of care and stimulation of early child development requires continuous and intensive affirmation of the parental role, programmed education of parents and use of all parents' potential in preschool upbringing and education within the framework of programmes that include the following contents: a) Educational- developmental characteristics and needs of preschool children, - effective and ineffective educational procedures, - prevention of behavioral disorders, - addictions and parental behavior, - the impact of employment and unemployment on parenting. b) Informative-1) information and availability of legal assistance, 2) social protection measures, 3) information and availability of employment programmes, 4) health protection measures for children with special needs. c) Promotional - promotion of education for peace, non-violent conflict resolution, solidarity and tolerance. Programmes to strengthen parental competences should be in function: a) development of awareness of the importance of the role of parents in family and non-family upbringing of children of preschool age; b) information and expert assistance to parents in the development and upbringing of the child; c) acquisition of knowledge and skills important for timely and high-quality satisfaction of the child's needs and for appropriate incentives for the child's development; d) training parents for stronger engagement in non-family programmes, social events and actions, public actions and discussions related to child care and fostering child development. Programmes to strengthen parental competences refer to the following areas: a) protection and improvement of the child's health; b) care, nursing and nutrition; c) protection of children's rights; d) family and non-family education and encouragement of child development; e) education and development of talented children; f) coping and functioning in, for the child, special life situations; g) raising and encouraging the development of children born with risk factors; h) rehabilitation and integration of children with developmental disabilities, etc. Programmes for strengthening parental competencies are adopted by the competent Minister.
