Résumé Legislation on plant kingdom shall be based on the following principles: (a) priority of protection, rational management and reproduction of plant species; (b) conservation of wild flora under natural conditions; (c) conservation of beneficial properties of plants; (d) ensuring plant protection; (e) compensation of damages caused to plant kingdom; (f) payment for the use of plant varieties; and (g) liability. Plant varieties growing on the national territory, except for those transferred to private ownership of citizens shall be state property. Natural and legal persons can be users of plant kingdom, which right must be certified by permits issued by the authorized state institution. Plant varieties can be allotted to foreign legal and natural persons in use exclusively on lease. National legislation envisages the following uses of plant kingdom: (a) procurement of fodder for stockbreeding; (b) use of plant kingdom for grazing, apiculture, sericulture and hunting; (c) procurement, collection and harvesting of wild growing medicinal plants, edible plant species and technical plant species; (d) timber extraction and procurement of other forest products; (e) use of plant varieties for scientific research and experimental purposes; and (f) use of plant varieties for cultural, healthcare, recreational and tourist purposes.
