Résumé The present Law establishes that narcotic drugs include prohibited plants subject to control in conformity with the national legislation and international agreements. State regulation in the sphere of turnover of narcotic drugs, psychotropic agents and precursors shall be carried out by the Cabinet of Ministers and by the authorized institutions (art. 5). Cultivation of plants means sowing, cultivation and breeding thereof. Cultivation of prohibited plants recorded in the List of prohibited species, except for cases envisaged by the present Law is prohibited on the national territory. Cultivation of plants is permitted to the enterprises (institutions) within the set quotas. The modalities of issuing permits for the cultivation of prohibited plants for industrial, medical and scientific research purposes shall be established by the Cabinet of Ministers (art. 24). The use of drugs and psychotropic agents for veterinary purposes and capture of animals, and also the conditions for the purchase, distribution, storage and application thereof shall be determined by the Cabinet of Ministers (art. 35).
